It can happen that a tasks workflow is configured to incorrect "task user assoc status" combination, either via PM by entering incorrect data in task user assoc GUI or bugs in workflow processing.

To recognize such tasks we should implement a workflow action which loads all invalid tasks and sends them in an email to the admins. Since it is a workflow action it can simply invoked into daily trigger.
