Possible error on saving a segment produces to much emails

Currently there are shipped four emails:

1. the explicit triggered log email with subject: Possible Error on saving a segment
2. the short message for that (kurzmeldung)
3. the implicit triggered exception mail for the text transported to the browser
4. the short message for that.

Task:

• disable the short messages completly for our t5 instances
• disable the first log email, send it only if the browser is no IE
• the IE decision is done by collecting the browser strings
• also check if the the new getPrevious feature in logging produces to much mail / data and fix this with an debug switch in the config
