Remove rights for PMs to change instance defaults for configuration

    • The PM will not longer be able to modify instance level configurations, only admin users may do that.

      So far for options, that can be overwritten on client level the PMs have the right to set the system default in the GUI.

      This should be changed so that only admin users are able to set any system default.
