If a user was added twice to a task, and the workflow step of the second user was changed to the same step of the first user, this led to a duplicated key error message.

Description
Problem
The workflow step is not filtered from the combo if for the selected user, there is already existing entry in the task user assoc.
To reproduce
- assign user as translator
- assign the same user as reviewer
- select the first assignment(translator). In the workflow step dropdow, reviewer is available as option, but it shouldn't
