The "Usage Status (administrativeStatus)" attribute is now the leading one regarding the term status. Its value is synchronized to all other similar attributes (normativeAuthorization and other custom ones).

Description
the current configuration runtimeOptions.tbx.defaultTermStatus should be changed in defaultTermAdministrativeStatus.
Implications
- Default Values in config has to be read from term_status_map table
- New Terms in the GUI get an administrative status attribute, where the default is the above configured
- On Import terms with administrativeStatus are getting this default too
- prevent deletion of the Usage Status Attribute (same as for processstatus)
- usage status values should be shown plain, not de-camelcased
- Migrationsscripts for runtimeOptions.tbx.defaultTermStatus
- Migrationsscripts to set everywhere an administrativeStatus
Config description must be changed:
From: "Default term status (for import)"
To: "Default usage status for terminology"
This default value is used for all terms that have no attribute "administrativeStatus" set in the TBX at import time. It is also used when a new term is created in the GUI.
