integrate QM from the segment-metadata in the task-template

    Description

      As for now it is only possible to configure per translate5-instance, which QM-flags per segment are selectable (we are talking about segment-wide QM-flags - not the orange MQM-tags).

      With this Issue it should be possible to overwrite the instance-configuration for a task with the task template.
