Problem

The role term proposer is able to add an attribute to any existing term entry but then is not able to edit it (which is expected and ok). Example: it is possible to add "gender" but then picking from the picklist is forbidden, so the first entry will be saved to the term. Or it it possible to add attribute comment but not to write text for that comment.

Solution

Do not allow to add the attributes for the cases described here https://confluence.translate5.net/display/BUS/TermPortal%3A+User+roles

And change the role term proposer:

1. Add for green ...by that user if term is still unprocessed
2. Change for purple: yes, if 1.b
3. Change 1.b. to can create attribute only if all term(s) on that attribute's level are Unprocessed, can update/delete some attribute only if that attribute was created by that user and all term(s) on that attribute's level are Unprocessed, so:
