All users which are added to a task with userstate open should receive an email that they are assigned to that task.
Users with state "waiting" are already getting an email when the state changes to open, so no changes needed here.

This behavior should be configurable, so that it can be en/disabled by task template in the future. It must be communicated on deployment to our "own project" clients.
