Issue description

With TRANSLATE-822 length restriction was implemented. So far this is restricted to only one segment in translate5.

In Across length restrictions can apply to a whole paragraph, that contains more than one segment. This needs to be reflected in translate5.

In xliff the maxwidth and minwidth attributes are located on transunit level. If the transunit contains more than one segment (as mrk-tags), the maxwidth and minwidth should be applied to the sum of the characters of all segments within this transunit.
