Comments for non-editable segment in visualReview mode and normal mode

      Also in simple mode (visualReview) as well as in normal mode (visualReview and without visualReview) commenting of locked segments is not working (if allowed via ACL rules). It should work as follows:

      • via ALT+C (see TRANSLATE-1245)
      • via comment icon when the segment is activated (in simple mode, action buttons )
