PreFillSession Resource Plugin must be removed

      problem

      The new resource plugin GarbageCollector (TRANSLATE-1161) can be blocked by the PreFillSession Resource Plugin. On investigating the later one, I come to the conclusion that this Resource Plugin is not needed anymore and can be removed.
