Import must be disabled if maintenance is announced

    Description

      problem

      If maintenance mode is announced no imports should be started anymore.

      Otherwise it could happen that a import is running while maintenance is coming up.

      Also install-and-update should stop if there are running workers.

      Otherwise this could lead to corrupt or broken imports.
