On task creation no specific PM can be defined. The current user (the API user) is always used as PM on task creation. This makes sense for task creation via GUI, but via API.

Furthermore the PM can be changed after task creation - if the user has the right to do that.

solution

If the user has the right to change the PM, the same user should be able to set the PM on task creation.
