      In the system configuration a new tag field is introduced: "Process status of terms for usage in editor".

      Selectable values are the for possible termstatus values: unprocessed, provisionally processed, finalized and rejected.

      This setting is overwriteable on client and import level.

      By default "provisionally processed" and "finalized" are set as values.

      When tagging terms or showing terms in translate5 editor only terms that correspond to the currently set value are used.

          If a term is used for termTagging should be determined by a system config setting, that is overwriteable on client level and task import level (but not task level). The definition should be separate for every status a term can have in the workflow (proposal, provisionally processed, finalized). By default, only "finalized" terms should be used for termTagging.
