When

runtimeOptions.TermPortal.showSubLanguages

is set to zero and there is no term with the language "en" in the termCollection but there are terms with the language "en-US" in the termCollection, there still must be the language "en" selectable as searchable language and as language to add terms for.

This is not the case currently.
