Assignment of duplicate segments

      If there are 2 identical segments in a task, which have only one representation in the review HTML maybe the "wrong" one will be assigned.
      In the test-task there are two segments "In the production of paints and inks.." one ist segment nr. 2 the other one is segment nr. 40. #2 is assigned but #40 should be.

      What to do.

      If we have unfound segments (#40) we can check if we have an equal found segment (#2). Then we can decide which one should be assigned by "examination of the segments surrounding"
