problem

1. Create a translation task (empty targets)
2. Assign NO user
3. Open the task as PM
4. Edit a segment and press CTRL+INS to insert the source in the target
5. The text is added with track changes → this should not be!

expected behaviour

If track changes should be used for CTRL+INS depends on the used workflow step. If the step is translation no track changes is used, if the step is instead review track changes should be used.

In the above case the workflow step is: "no workflow" since no user was assigned. In that special case the decision if use track changes or not should depend on the tasks empty targets attribute.
