translate5 has the ability to show a help button, if a content URL for it is configured in the Zf_configuration.

This button can have configured different URLs, depending on the general section of translate5 (task overview, user administration etc).

In the future the help window to each section should always automatically pop up, if it is configured.

The user should have the possibility to check a check-box in the window, that says "I have seen this - do not show again."

If a specific user has checked that check-box, the window will not pop up again for this user for the specific section, that currently is shown.
