"Display tracked changes" only when TrackChanges are active for a task

problem:

• Sometimes, choosing "Display tracked changes" in the "View mode" of an opened task does not display tracked changes.

solution:

• Show the button "Display tracked changes" always.
• But for workflow "translation", "ended" or when no workflow is set:
  When no TrackChamges-Tags already exist in the task,
  • deactivate the button "Display tracked changes"
  • and show reason for this in tooltip.

• Update confluence (about this and when TrackChanges are ignored in general).
