problem:

Sometimes, choosing "Display tracked changes" in the "View mode" of an opened task does not display tracked changes.

solution:

Show the button "Display tracked changes" always.
But for workflow "translation", "ended" or when no workflow is set:
When no TrackChamges-Tags already exist in the task,
- deactivate the button "Display tracked changes"
- and show reason for this in tooltip.

Update confluence (about this and when TrackChanges are ignored in general).
