NEC-TM: Categeries are mandatory

      (Info from Pangeanic: ) "We should always use tags in the data uploaded, if not, the data can't be searched by users (only by admin)." => When creating a NEC-TM-LanguageResource, the field "Categories" is mandatory to have at least one category checked.
