Introduce timezone check in appstate

See TRANSLATE-2030 for background.

The timezone mysql vs. php check must be implemented in the app state too, since in install-adn-update only the CLI php timezone can be checked, but the important one is the timezone of apaches php.

This can then be visualized in a app state panel in the admin tab.
