Support html fragments as import files without changing the structure

when translating html fragments with translate5 so far, they where made valid html by okapi and html comments where deleted.

This was due to the fact, that by default okapi used the html-its filter, instead of the okf_html filter.

This is changed now. This means html files will be completely unchanged regarding their structure, even if they are invalid html.
