Remove string length restriction flag

Problem

For the segment length restriction feature there is an unneeded flag (runtimeOptions.segments.enableCountSegmentLength) for activating/deactivating this feature. Remove this flag, since the whole stuff already works only if the segment has length restrictions (in segments meta).
