This is a bug-prevention, that makes sense to solve, when we develop the next stage of Termportal. Therefore it is turned into a sub-task, but actually has nothing to do with the new features, that have to be implemented for TRANSLATE-1405

Currently if we import a file with the extension ".tbx" and a valid xml file structure but that is actually not TBX translate5 does not complain, yet simply does not import any terms.

We need to change this: Translate5 should show an error in the GUI after the import did run, if no term could be found for importing in the file.  Nothing should be logged to the php-error-log,but the error should be logged in the event-log of the language resource.

Same behavior for usage of the termImport plug-in.
