Load module plugins only

Problem

The plugin manager load all active plugins without checking the plugin module. This can lead to plugins from other modules to be loaded as active plugins in another module.
Ex: in erp module, all active editor plugins are loaded (the editor plugins are only required in editor modules and vice versa)
