make existing translate5 metadata options configurable by workflow

    Description

      The following existing metadata options need to be able to be switched on and off by workflow:

      • MQM on subsegment level
      • QM on segment level
      • manual status on segment level
        • this should be achieved by the right system (frontend rights) instead of implementing extra flags in the GUI
