Only send non-pretranslated segments to MT in pre-translation process

    Description

      translate5 does send all segments to all assigned language resources.

      To save costs and processing time on MT side, a query for matches should only be send for those segments, that are not already pre-translated by a previous language resource (like a TM or TermCollection).

      This requires a refactoring effort in the match analysis class.
