Workflow stays inconsistent, if it should switch workflow step

      To reproduce:

      • Assign 2 reviewers to a task as open and no one else
      • Set both reviewers to finished. The task workflow step changes to "workflow finished"
      • Set one reviewer again to job status "open", the other one stays as finished. The task workflow step stays as "workflow finished", although this is a perfect valid combination for the workflow step review and the workflow should change to this state.
