Join "Language resources" and "System setup: Language resources" in configuration

    Description

      There are some options in the GUI group "System setup: Language resources" and some options in the GUI group "Language resources" in translate5s configuration.

      They need to be joined and all only listed in "Language resources".

      Looks like those in "System setup: language resources" come from plug-ins.
