Re-implement configuration switches for TermPortal

The existing configuration switches that can be found by searching the DB for

 
SELECT * FROM `Zf_configuration` WHERE `name` LIKE '%termportal%'
 
must be reimplemented. Please see the description column in the database for what they do and ask Aleks in case of questions.

For

runtimeOptions.TermPortal.showSubLanguages

please ensure, the following is met: if the option is set to zero and there is no term with the language "en" in the termCollection but there are terms with the language "en-US" in the termCollection, there still must be the language "en" selectable as searchable language and as language to add terms for. Same for other sub-languages of course.
