Restrict fuzzy matches shown in InstantTranslate

      A new configuration setting should set the lowest fuzzy match value for that a fuzzy match will be shown in InstantTranslate.

      It will be overwritable on client level.

      If a user is assigned to more than one client, the lowest value that is set for a client is used as limit.
