"Import skip next" assigns language resources, but should not

      When you import a project and click on the first wizard screen on "import skip next", nothing should be assigned (no users, no language resources).

      Currently language resources are still assigned.

      Only if you click on "next" or "import, use defaults", the default language resources and default users should be assigned.
