The visiting step in the default workflow takes more influence to the other workflow steps as expected. Since a visitor is not part of the workflow, its existence should not have any influence to the other jobs.

Description
To reproduce:
- Configure in a client the following user defaults:
- One user with step translation
- and another user with "view only"
- Add a task using this defaults
Received results:
- the workflow of the task is in step view only
- the translator job in status waiting
- the view only job is in status open
Expected result since the visiting step is no part of the workflow
- the workflow of the task should be in step translation
- the translator job in status open
- the view only job in status open
