Remove white header of translate5 and insert consortiums logos in blue bar

We need to add the logos of the translate5 consortium members to the header area of the application itself (after login)

of course only for the default application if the look & feel is not customized, so overwriteable in client-specific.

In editor and main translate5 and in TermPortal we place a footer bar of the same height as the blue main top bar, yet with white background.

Inside it we place all the Consortium logos in responsive manner like it is done on the login page. Please consort Axel on how to do that from the image/css point of view and include that into the ExtJs logic.

Then we can remove the wide header completely and get more space for the application itself.

Yet what do we do, if the screen gets to small to show everything in the blue bar? Current behavior of the bar is, to create a small button on the left and on the right, that allows to scroll left/right inside of the tabs. Is it possible to instead get a 2-line tab bar? Or some other solution that shows everything inside the bar at one glance?
