On reviewing the processing state of a segment was set wrong if the segment contains tags and was saved unchanged.

Description

problem

Opening and saving a segment as reviewer/PM without making a change should result in one of the "unchanged" processing states.

This works only for segments without tags. If there are internal tags inside the segment, the segment is always marked as modified.
