Support inconsistent workflows with TrackChanges

Currently trackChanges is only active in the workflow step "translation", if you are editing a pre-translated segment. Independent of the role.

In the future it should always be active, if the role is not translator, even if the workflow step is translation.

Yet if the role is translator, it should be also be active, if the workflow step is NOT translation.

This is what makes sense, if inconsistent workflows are used.
