Be able to disable languagetool auto-check in editor

Add to the preferences menu in the editor the option to disable the automatic check of languagetool.

If it is disabled, it should work in the same way it always does for east-asian languages.

A system config (overwritable on client, import and task level) should set the default for users for this setting.

The setting should be state-full for the user.

If the user resets his view-mode to one of the default modes, also the languagetool setting should be reset to the setting made by the PM via config.

Please ensure, that the behavior for the repetition editor settings in the preference window is the same.
