translate5 requires target language in xliff-file

    • Xml based files where no target language is detected on import(import wizard), will be imported as non-bilingual files.

      According to the xliff specification, the target language in an xliff file is only optional, not required.

      So far we expect, that it is always set.

      Therefore if the target language in an xliff file is not set, we should treat it like a usual non-bilingual file and put it in the task for every target language.
