Show name of external tag or attribute value of external tag in meta data of segment

It should be possible to define, that the name of a surrounding external xml or HTML tag or the value of an attribute of this tag is shown in the meta-data of a segment towards the translator.
See also this discussion for more information: https://groups.google.com/g/okapi-users/c/I4kqBDUroeM on how to do this with okapi. The preferred way would be to be able to do this with the xml its filter AND the stream filter for xml and html, since the its-filter is much more powerful.
