Can not import SDLXLIFF where sdl-def tags are missing

    • For historical reasons sdl-def tags were mandatory in SDLXLIFF trans-units, which is not necessary anymore.

      problem

      For historical reasons the sdl-def tags was mandatory in a SDLXLIFF trans-unit.

      There is not technical need anymore that this is the case, therefore that should be optional.
