TermPortal: added ability to define which attributes are available in which TermCollections

Description
It should be defined on TermCollection level, which attributes of the TermCollection (default ones and proprietary ones) are available in the TermPortal.
Sql query should be created to find attributes which are not tbx basic and are not linked to any termcollection, to be able to decide what to do with them.
The interface for this should be located in the TermPortal and only accessable for TermPMs and TermPMs(all clients).
It should be possible to take over those definitions from one termCollection to another or to all TermCollections of a certain client or to all in translate5.
If there are proprietary attributes defined in the TermCollection that should be used as a template AND they are not so far available in the destination termCollection, they should be taken over to the destination termCollection after a warning and a "yes/no" dialogue, that asks, if you want to take those over.
