Show and use only terms of a certain process level in the editor

      Only the terms with a defined process status are used for term tagging and listed in the editor term-portlet. The configuration is runtimeOptions.termTagger.usedTermProcessStatus.

      It should be configurable on system-, client-, and task-level, terms of what process status should be used for termTagging and displayed as synonyms in the editors termportlet.

      By default, only terms of the status "finalized" should be used for termtagging. In addition the default process status for an imported term should be "finalized", if no process status is given in the tbx import.
