Empty segments are send to SpellCheck on import

On creating a translation task - where all targets are empty - all targets are sent as an empty string to the spellchecker.

If yes, I assume this is invoked anyway on saving the pre-translation. This must be checked!

If this is the case the spellchecking on import can just be ignored at all for translation tasks (hasEmptyTargets) - and since review tasks can contain empty targets too - the spellcheck should mark a segment as checked if the target is empty instead of sending it to the spellchecker!
