Systemwide config option

On system level it should be configurable, if it is obligated to set the manual status flag for a segment

Final check, if manual status is set for all segments

When the user finishes a task, a it is checked, if the manual status is set for all segments. If not a message is shown, that the task can not be finished because of this. This message is shown independet if it is tried to fnish the task from task overview or editor. This message shows a hint, how to filter all segments without status

Add status filter option "status not set"

An option to filter all segments with "status not set" is added to the filter of the manual status column
