TM pre-translation match rate set to 80 as default

    • Enables the minimum value form pre-translate TM match-rate to be configurable for client.

    Description

      The pre-translation match-rate is configurable on task creation.

      The default of this value is 100% at the moment.

      It should be possible to set the default for this value in the systemconfiguration, overwriteable on client level.

      • we will need to cover this with tests
      • default selected value from the config in the frontend
      • backend implementation for api ussage
