Test API: Implement status-check loop for tbx-reimport

Status-check loop should be implemented for reimporting tbx-file into existing TermCollection

Translate2763Test->test20_MergeImport() should be reimplemented using that, instead of just waiting a fixed number of seconds and expecting this is enough for re-import to be really completed
