Add tooltip and pop-up in "user assignment defaults" of client section

      It is sometimes not clear for the user, what he should do in the user assignment defaults, when he wants to add a new user. He clicks on "Add" and nothing seems to happen.

      Therefore please:

      • Add a tooltip to the "Add" button
        • EN: On the right side, select the properties of the user assignment.
        • DE: Wählen Sie auf der rechten Seite die Eigenschaften der Benutzerzuweisung aus
      • Add a pop-up, when the "Add" button is clicked, but the form was already visible and empty:
        • EN: On the right side, select the properties of the user assignment. Then click on "Save" below the form.
        • DE: Wählen Sie auf der rechten Seite die Eigenschaften der Benutzerzuweisung aus. Klicken Sie dann auf "Speichern" unterhalb des Formulars.
