Replace last used app in AppsController with a Config on User-Level

... Yes this is still used to store the last used app by the termportal. But we should deprecated that class and reference to a new issue, since the last used app could also be stored as new config on user level - then the user config API could be used and this controller removed. Please create a new issue...
