Ignore protected character tags (mostly whitespace) from tagcheck

    • Several fixes in context of tag check of data coming from a language resource containing several tags and whitespaces converted to translate5 space tags.

      • TagComparision in the AutoQA: Do not check character-tags, they are irrelevant for tag-comparision (but still will be repaired in the tag-repair)
      • fix xliff service taghandler if bpt / ept tags and special chars were used
      • create a unit test for xliff taghandler
      • refactor taghandlers to remove segmentId parameter needed only in the HtmlRepaired type
      • add char tag type also to the whitespace ignore list of the tagcheck in the UI
