Language resource import and export buttons are disabled while importing is in progress

Description
Current behavior:
While file is being imported at the moment there are no restrictions for importing another one for the same language resource. That can lead to errors.
Expected behaviour:
Disable import a new file (export as well) while language resource is in status "Importing".
